ITPC Statement: BC Supreme Court Rules ROS for ITPs Illegal!
⚖️ A WIN FOR FAIRNESS! ITPC STANDS WITH SOCASMA IN THEIR LEGAL WIN FOR A CHOICE-BASED APPROACH TO RURAL PHYSICIAN SHORTAGES
The B.C. Supreme Court has ruled the province's mandatory Return-of-Service requirement imposed on Internationally Trained Physicians as ILLEGAL.
The Court recognized that deciding where to live is a deeply personal choice connected to individual liberty, dignity and independence.
Let us be clear: rural and underserved communities deserve stable, well-supported physicians. But healthcare shortages should not be addressed by imposing unequal and coercive condition ITPs.
Service should be supported, not FORCED.
📢 What happens next?
The matter has been returned to the B.C. Ministry of Health. The ruling is suspended for 60 days, giving the Ministry time to respond and revise the policy.
This decision sends a powerful message to governments, health ministries and medical regulatory authorities across Canada:
Fair pathways and stronger healthcare must go hand in hand.
ITPC celebrates this important step forward, and will continue advocating for equitable, transparent and rights-respecting pathways for internationally trained physicians.

Advocate with ITPC for ROS Changes Nationwide!
Physician Associations across Canada are mandated to advocate for its members. All members. ITP members.
ITPC is deeply concerned with the lack of advocacy being shown from physician associations with respect to their ITP members. With a court ruling of ILLEGAL to stand on, physician assocations should feel empowered to stand behind their ITP membership. ITP only ROS is unjust and inequitable. A choice-based approach to rural physician workforce must be sought.
Join us as we challenge physician associations across Canada to stand up for their ITP members!
